Department of legal and financial affairs

                   Department of Legal and Financial Affairs includes the following affairs:


- legal affairs

- finances

- archives

- PR services, and press clipping affairs

- technical support

- services related to human resources

These functions do not exist by themselves alone, but their performance aims to facilitate the primary processes within other four sectors. 

The Environmental Protection Agency  will work on the ensuring of the influx of quality human resources that will provide future leaders in the Montenegrin environmental area by:

- Attracting young people for careers in the environmental field;

- Hiring best international groups, building connections and ensuring the exchange of best employees;

- Improving the quality of training programs and the experience in their management;

- Cooperating with Montenegrin educational institutes and bodies for trainings in terms of the development of common understanding of educational and training interests. 

- Providing guidelines and support for the University of Montenegro that will encourage skillful graduates and future students, who will meet the need for staff in the environmental area of Montenegro. 

Management of the department of human resources is often organized in accordance with  four key ideas or principles

The first idea is that the managerial personnel should contribute to the achievement of goals of the organization. For instance, it means that personnel sectors should not focus only on their own administrative affairs (such as the record-keeping of personnel documents or the preparation of payments), but they should harmonize the personnel management with the strategy of the organization. 

The second idea implies that personnel management encourages the development of knowledge and skills of employees, e.g., via education and training which would be actively implemented. It is assumed that this would contribute to the success of the organization. The Department of Human Resources improves the way in which the organization uses capacities of its personnel. Active participation of the personnel is promoted. The reciprocity in relationships replaces intensive control and commanding.

The third idea is the consistent governing of the behavior of employees and the obligation of personnel management which focuses on strategic goals and personnel development. Isolated instruments such as selection, praises, awarding and trainings must be developed and used in their mutual connection

The fourth idea is that the personnel management must be recognized as the obligation of an administrator who is responsible for employees. The result of the personnel, and the result of other productive resources, is the responsibility they are required to assume. It cannot be transferred to some remote department for general affairs.
