Making of gas inventory in Montenegro

 Environmental Protection Agency initiated meeting on February 24th with representatives of economic sector in Montenegrin Chamber of Commerce.
In accordance with Slovenian model (recommended by Mr. Slokar), Chamber of Commerce will be a mediator in future communication of Environmental Protection Agency and this sector.

 The meeting was attended by: director of Environmental Protection Agency- Daliborka Pejović, representatives of Chamber of Commerce: Tanja Radusinović and Milenko Perović, representatives of Italian Ministry of environmental protection, land and sea from Italian office in Montenegro Cristina Leonardi and Ana Pejović, advisors from Environmental Protection Agency Gordana Đukanović and Irena Tadić, representatives of Ministry of spatial planning and environment Branka Milašinović and Jelena Plamenac, representative of “ Željezara” Nikšić, Brano Polič, representative of  Port in Bar, Dejan Đurđević, representative of Montenegro bonus in Cetinje, Tatjana Janković, representative of  Jugopetrol Kotor, Dragan Nikolić, representative of TE Pljevlja, Milorad Vemić, representative of Coal mine Pljevlja, Radomir Džarić and representative of “ Kombinat aluminijuma” Podgorica, Marko Mirković.


The reason for the meeting is making of national gas inventory, which is implemented in cooperation with the Italian Ministry of Environment, land and sea.

Agreement on consulting services, related to the Montenegrin integration in European network of information and activities on harmonization of our legislation with EU legislation in those fields, is in the process of implementation, according to the Agreement for cooperation, signed on 2004, by Montenegrin and Italian Ministry of Environmental Protection.

Making of gas inventory comes from obligations assumed under Convention on Long- Range Transboundary Air Pollution- CLRTAP, UN Framework Convention on Climate Change-UNFCCC and Kyoto Protocol, in accordance with national legislation.

First gas inventory in Montenegro was made on 2006. - based on available data.
The authors of report were faced with many problems in collecting data for inventory due to the lack of required data, unsystematic data from certain areas and lack of cooperation of certain representatives from economic sector.
In order to improve the process of collecting necessary data and avoid negative experiences, Environmental Protection Agency initiated and held meeting with economic entities that are recognized as important for this project.
This meeting preceded the meetings with representatives of the Center for Eco- toxicological research of Montenegro; Hydrological and Meteorological Service of Montenegro and Ministry of Maritime Affairs, Transportation and Telecommunications, who expressed readiness for cooperation.

 

 


 The presentation of the project was followed by a number of questions and comments regarding data collection methodology.
Proposal of KAP representatives for organizing a meeting on: Results of implementation mechanisms of environmental protection in Montenegro, encountered in the approval of all present.
This proposal is supported at the meeting of the Committee on Energy Efficiency and Environmental Protection, held on 25/02/2010. in Chamber of Commerce.
It was concluded that it is very important that meeting- in organization of Chamber of Commerce, holds in the presence of executive directors of major Montenegrin companies, as well as senior representatives of government bodies, considering actuality of topic.
In addition to the reporting obligations on environmental state, cooperation with economic sector is necessary for the implementation of obligations defined by Law on Integrated Prevention and Control of Environmental Pollution ("Off. Gazette of Mne" no. 80/05 of 28.12.2005).
Positive effects- in the field of environmental protection are expected by implementation of this law and also meeting high standards for products that will become competitive on the European and world market.
The world's largest industrial manufacturers, aware that natural resources are constantly exhausted, are increasingly investing in projects of environmental protection, because it is one of the ways to continue economic expansion.
Striving towards high European and world standards, our task is to realize full cooperation in achieving a common goal: Modern Economy- Preserved Environment.
