ENVIRONMENTAL MONITORING PROGRAMME OF MONTENEGRO FOR 2010

Continuous control and monitoring of the environmental state (environmental monitoring) is a legal obligation of the country, defined by the Environmental Law (“Official Gazette MNE”, no.48/08). Article 32 of the mentioned Law provides that the country ensures a continuous monitoring of the environmental state.
Environmental Monitoring is a systematic measuring, analysis and assessment of the environmental state and pollution indicators, i.e. monitoring of environmental parameters (water, air, land, biodiversity, etc). On the basis of available data from measuring sites on the environmental state, a clear insight into the change in environmental quality and quantity, emissions of pollution substances and the use of natural resources.
The implementation of the environmental monitoring programme is one of the basic tasks in the environmental area, because the monitoring results make the basis for drafting of the environmental state annual report – the fundamental document by which the assessment of the overall environmental state of Montenegro and recommendations in planning an environmental protection policy are provided.
Article 34 of the Environmental Law provides that the monitoring is implemented by the Environmental Protection Agency.
Environmental Monitoring Programme of Montenegro 2010 comprises five programs:
1. Programme of air quality control
2. Programme of analysis of the content of dangerous and harmful substances in soil
3. Programme of analysis of the radionuclide content in the environment
4. Monitoring Programme of the state of the coastal sea ecosystem of Montenegro
5. Monitoring Programme of the biodiversity state
Environmental Monitoring Programme 2010 will be implemented in accordance with EU guidelines in this area, i.e. recommendations of the European Environment Agency (EEA), the EU Statistical Office (EUROSTAT) and standards of the European Environment Information and Observation Network (EIONET).
Data obtained through the implementation of the environmental monitoring programme will give a basic overview of the environmental state in the country. In addition to the assessment of the current state, the environmental monitoring results will serve in defining recommendations and measures to be implemented in the following period with a view to an improvement of the state. It is obvious that the environmental monitoring thus becomes an important factor in planning an environmental protection policy, and as an indicator of the need for incorporation of environmental protection principals and norms in development and strategic documents of other sectoral policies, such as industry, agriculture, energy industry and others.
